Calories count!: It's great that you are modifying her diet and exercising. Certainly reducing carbohydrate intake is a start, but a balanced diet is the ultimate answer. As far as "belly fat" goes, fat is the hardest substance in the body to "burn" (metabolize). If you are walking now, yet you are not losing belly fat, it means that your current exercise regimen is insufficient to metabolize the fat.
