Not necessarily: Ear plugs can promote ear wax to become "packed" but it is not problematic unless you notice your hearing is decreased or you experience ear pain; in which case I would recommend a visit for an exam. I do advise cleaning the ear plugs with an alcohol swab weekly or just using new ones - this is to prevent bacterial accumulation which could cause infection.
