RICE it.: The reason your toe is swelling is to stop the movement of the toe. When the toe is severely injured, the body goes into a protective repair mode. Swelling and limited movement quickly follow. This helps ensure that the damaged tissues will be isolated and the healing reactions can begin. Whether it's fractured or not, treat it pretty much the same way. Rest, Ice, Compression and Elevation.
