Can neosporin really work on getting rid of scars?

No: Nothing "gets rid of a scar. Neosporin works on new cuts. Good wound care can help improve the ultimate appearance of a scar. Once a wound is healed neosporin will have no effect. Be careful, many people develope an allergy to neosporin.
