Don't wait too long: If you have bug bites and they are worsening, painful, draining pus -they could in fact be infected. I would see a doctor if the neosporin is not helping. Letting something as seemingly simples as bug bites get bad enough to cause infection is unwise. Have it checked out. It should be simple to treat.
