I found out i was pregnant last week measuring 5-6 weeks in a transvaginal ultrasound. we saw a sac and a yolk but no baby. is this normal? hcg levels

Not uncommon: It's not uncommon to not be able to identify the fetal pole on a 5-6 week US. This is why we usually wait a little longer before doing any ultrasounds. Good thing is you know your pregnancy is in the right place, and it may just take a few weeks to see it well on. Try to relax and just be. There's nothing to be done for the fetus at this point either way, so just take good care of yourself :-)
