Is it normal to have binocular diplopia 4 weeks after a partial scleral buckle was inserted?

Yes: This should improve over time, but there still might be some residual misalignment left over. If the misalignment is small, it can be corrected with glasses. Otherwise, the buckle may need to be adjusted. Your retina doctor will be able to directly answer this better according to your specific situation and you should ask them. Good luck.
