No one best form: What's best is whatever you enjoy and will stick in the long run. Each form, from running to dancing to cycling to swimming, etc, have their own benefits and detractions.

Just do it...: The key is really to exercise regularly. Variety is good. Effective cardiovascular exercises would be swimming jogging, bicycling, walking, elliptical. Switch it up to keep it fun. Try to exercise on most days of the week.
