Tartar: Its not so much the tartar , but just below the contact point, the spot where floss pops through is a common spot for people who don't floss to get cavities. I've seen patients with what otherwise look like spotless teeth and then I look at the X-rays and its evident they don't floss. Think of it as part of cleaning your whole body, is there any part you would use soap on ?

Probably: My understanding is a sonic/power toothbrush is superior to a standard toothbrush. But using a standard toothbrush for a full 2 minutes comes nearly as close. However, flossing adds additional tartar control/removal that brushing (with either!) simply can't accomplish. In short, flossing can't be beat! Good wishes!

Definitely, yes: Brush your teeth twice daily, FLOSS between your teeth and avoid sugary and starchy foods. Even if you take excellent care of your teeth and gums at home, you still need to see your dentist regularly

Yes: If you only brush you can only reach about 75% of your tooth surfaces. That's only a grade of C. Flossing or using a WaterPik is mandatory.
