I prefer - Before: When you floss, you are loosening debris from between the teeth, that you will then brush and finally rinse away.

Not much differance: Either way is acceptable as long as you do a thorough job. Flossing first has a small advantage. The American Dental Association recommends brushing twice a day and cleaning between teeth with floss once a day.
