Likely not: I think you are mistaking the ailment called Cystic Fibrosis where there is a problem in the Salt channels of cells. COPD is chronic obstructive pulmonary disease where there is incomplete reversible poor airflow and obstruction. This is likely due to cigarette smoking. Just because you have things taste salty it does not mean you have COPD. COPD=hard to breath. You could see your doc if worried

Not sure why salty: Taste problems are often a side effect of medications. Since I don;'t know if you are taking any medications I cant comment. However, these taste problems are sometimes described as "metallic" rather than salty. I woudl recommend talking it over with your physician there may be a neurological issue that should be checked Good Luck.
