Unlikely: There is a rare inherited enzyme deficiency that can cause early onset COPD but patients are normally in their forties before they are affected. Chronic hyperventilation syndrome is different from copd. If you are having breathing difficulties you should see your doctor, some simple tests can be done to isolate what it is that you may have.

Yes but think other: A genetic disease, relatively rare, called Alpha one antitrypsin deficiency can have severe forms that do this. I would have pulmonary function tests (pfts) done, with and without bronchodilator. If there is obstruction a trial of aggressive asthma treatment best be done. If there is smoking, it "must" be stopped, whatever you have. If pfts are normal during symptoms, hyperventilation is possible.

Probably but: For a non-smoker, it is highly unlikely that you would end up with COPD at your age. Even if you have a rare genetic condition with alpha-1-antitrypsin deficiency, the problem would be emphysema and not COPD and even with this deficiency it would be extremely rare for a non-smoker to develop emphysema at your age. Certainly a lung function test would help to decipher your problem.
