"teething rash": Keep the area dry (rash often results from excess drooling) avoid corn starch; rash can develop yeast component w/ corn starch. Treat the teething discomfort with bottle of cool water or rubbing gums with cool finger. Some find the herb chamomile helpful. If rash develops honey-colored crusts, see pediatrician as rash has become impetigo, that requires antibiotics.

Fungal Infection: Most probably it's a fungal infection, from constant saliva and the use of a pacifier. See your dentist for confirmation. There is a very inexpensive and easy-to-use cream for this issue, and it will remedy the rash in 1-3 days, depending on the severity. Continue to use only when you see the beginning of a small rash area, do not use when skin is intact and normal, as it will not help.

Neosporin: Have you tried neosporin? It is best to apply it to dry skin. Any rash that persists more than 10 days should be examined by your pediatrician.
