Generally yes: A bit confused by the question. If you have belly fat, but need to gain weight, it means you are out of shape. A gentle low impact aerobic cardio program with a monitored strength training program is great. But, at age 15, make sure you do not over do it. Also, make sure there not any medical conditions that need to be corrected before you start. Talk to your pediatrician.
