Usually not: At 15 years old things may still change which may require future treatment necessary. If this is elective surgery it is worth waiting.

Very personal....: This is a question that has to be answered by the individual and the parents. It really depends on the type of plastic surgery. If it is to correct an abnormality or an obvious deformity, then yes. I could even see a nose job, but something on the line of breast augmentation - no. Again, this is just a personal (not professional) opinion.

Reconstruction Only: It would not be appropriate for a 15 y/o to have cosmetic surgery, beyond a rhinoplasty. Even at 15, a child's face is not fully developed and may need to wait until later in their teen years. Reconstruction for a true deformity would be an appropriate reason to have plastic surgery at age 15, but cosmetic procedures would not fit that criteria.

Surgery?: Depends on what type of surgery you are talking about. If it is reconstructive in nature to address a congenital or acquired deformity then possibly. It it is strictly a cosmetic operation the usually recommend waiting until they are 18 so they can give their own consent. In addition most women have stopped growing by then.

Depends...: There are situations where very young patients are good candidates for plastic surgical procedures. For example, young patients may undergo otoplasty surgery (ear "pinning") or breast reduction surgery (for juvenile breast hypertrophy). Best to seek in person consultation with board-certified plastic surgeons for more specific/precise advice.
