Let me explain: To have this vein rupture most likely is not serious issue, but treat it with caution, warm compress (moist heat) frequently and be sure that blood sugar under control, if you have any problem, contact you doctor. Good luck.

Maybe: Your venous hypertension obviously is one issue that should be addressed with ultrasound, and possibly ablation of saphenous vein. Compression should be helpful. Any time a diabetic person has a lower extremity wound, there is the risk of delayed healing complications, but need full dr. Assessment.
