Infection?: May be from abscesses teeth, infected gums, topical allergy, oral manifestation of a systemic problem. Don't wait. Get to your dentist immediately.

Drain infection: Boils are drains from your infection on to the gum surface. Treat the infection (root canal of the infected tooth or cleaning of the periodontal pocket), the boil will disappear. Antibiotic will remove boils temporarily but then it will come back. Treat the cause! other term for the boils is fistula.
