Yes: Generally, we like to wait till a patient's face is fully grown & mature. For women it's around 15-16 y/o. As a rough guide, your face is fully grown when you stop growing in height. The reason for this is that, in some cases, your nose will be in better proportion when your face is bigger & more mature. Exceptions to this would be with very large noses or psychological issues.

Yes: You first need to meet with a rhinoplasty surgeon to discuss your concerns and procedure goals and to evaluate if these are realistic and obtainable. At 21, you nose should be developed for a rhinoplasty should one be recommended.

Rhinoplasty Age: Anytime after 18 for most patients is reasonable for rhinoplasty, provided the patient is in otherwise good health and the indications for surgery are present... https://pacificcenterplasticsurgery.com/procedures/face/nose-reshaping/.
