Yes...but not likely: You should really be examined. It's not normal to have rectal bleeding, especially at 33. Cancer is a remote possibility. More likely would be benign anorectal disease, or inflammatory bowel disease. Being a teatotaler doesn't make much difference. Please seek a medical evaluation. Good luck.

Many causes: Rectal bleeding can have many causes. Given your age it is unlikely to be colorectal cancer. The best way to get a diagnosis wojld be colonoscopy. See a GI doctor to get worked up completely.

Maybe: Rectal bleeding is never normal. It always needs to be checked out by a physician. There are many causes of rectal bleeding. It could be something as simple as a hemorrhoid or something as serious as colon cancer.
