Cataract: This is most likely do to a cataract, surgery for this has a quick recovery. You may try some artificial tear drops in that sometimes eye dryness can cause similar symptoms.

Depends: Has he had an evaluation by an ophthalmologist. At his age there are several conditions that could cause this symptom including cataracts, glaucoma and macular degeneration. If he has not been seen, then make an appointment and help him go to the eye doctor.
