Hormonal?: It would be prudent to check her testosterone levels and if elevated, perhaps a pelvic ultrasound can help determine if the has polycystic ovarian syndrome. Bcp would not be helpful. Sometimes hirsutism (unwanted hair) is familial or hereditary in nature.

This is not normal!: This is very unusual and your 3 year old need to be checked by his pediatrician. It could be something as simple as an ear infection. At this age there are a lot of behavioral problem associated with sleeping that your pediatrician can address. But you need to make sure that there are no other organic problem going on first.
