Liposuction: Tumescent liposuction surgery is done as an outpatient with local anesthesia. It is a very safe procedure. No one has ever died from it. Liposuction done under general anesthesia is different and is not as safe. In one study 1 in 5000 people died from it. Gastric bypass is entirely different and is not a cosmetic procedure although it may result in cosmetic benefit. It requires general anesthesi.

Weightloss surgery: Gastric bypass is an operation for weightless, while liposuction is not a weightloss surgery but a body contouring procedure.

Not comparable: Liposuction is done normal weight healthy patients, therefore quick recovery at about 4 to 6 weeks. Gastric bypass is done on morbidly obese patients with often health problems such as high blood pressure, diabetes, etc. It is also a more invasive surgery so longer recovery and more potential risks.

Totally different: These are two totally different procedures and not interchangeable. If you are considering gastric bypass, then you are clearly too overweight for liposuction. Meet with a bariatric surgeon first.
