Is it normal to have cramp like pain that means i can't move foot i have chronic pain and numbness issues after 3 surgeries and scarring in this foot ?

See below : It's of course not normal. However, as you describe, you had 3 surgeries and damaged nerves. Assuming the damage is permanent and no further corrective surgery possible, you may wish to see a pain specialist and podiatrist.
