Not unless symptoms: Young healthy females can run in this range. If you are lightheaded/dizzy with movement, then it may represent too vigorous of blood pressure control, and reduction of therapy would be in order. Do this in conjunction with your doctor to ensure that you do not go too far the other way and have too high of a resting blood pressure.

Low Blood Pressure?: Your blood pressure of 91/71 is not "low" if you have no symptoms, such as dizziness or weakness standing up or moving around. You are a young female and that pressure seems to be fine for you. If you have questions about your need for the hctz, (hydrochlorothiazide) discuss this with your physician to arrive at an answer.
