If a person has prominent veins in their neck - does that imply that they do a lot of exercise?

No: Prominent veins might indicate heart failure with high venous pressure or just a normal finding. When valsalva maneuvers are done central pressure is increased . No relationship.

No relation: A young healthy person has no cause to be worried about enlarged neck veins...An older person may have underlyng heart issue that should be investigated.
