I've noticed the past two months that when i lie down two of my neck veins get bigger though it only happens when i'm lying down is there an explanation for this? i'm 28 eat healthy and haven't exercised a ton in the past 3 years?

The blood volume in your body's veins usually pools some in your legs. When you lay down, the gravity effect is reduced, and the venous blood can settle in more of your upper body. By itself what you are describing is normal.
