Numbness from the waist down requires careful neurological examination, and may require additional testing like mri, lumbar puncture, or electrodiagnostic testing to exclude serious disease. Symptoms that started recently or are getting worse require immediate attention. Symptoms that have been around for weeks or more, and are not getting worse, should be evaluated within a few weeks. High blood pressure and "fluid retention" are unlikely to cause numbness from the waist down, and hctz (hydrochlorothiazide) is unlikely to address the problem.
