Maybe. Paresthesia (abnormal sensation/tingling) has been reported but it is not a common side effect of HCTZ. You may have low potassium from taking it, which may cause this as well. Best to call your doctor ASAP and ask to have your potassium checked and other appropriate tests. Discuss whether or not you should continue taking the HCTZ.

Agree with Dr. Rhoads. While waiting to see the doctor, drink orange juice a banana or two and take tums in case you have calcium deficiency as well. Drink enough water to stay hydrated. Wish you good health!
