No: As hard as it is to accept, if, two weeks after a stroke, someone is "comatose", the likelihood of that individual recovering any meaningful higher brain function is vanishingly small. You should meet with your doctors and discuss the options, including withdrawal of support and letting nature take its course.

What surgery?: What's the cause of the coma? If it is hydrocephalus (water on the brain), a very simple procedure (shunting or ventriculostomy) may help. Too many unknowns in your question otherwise.
