Depends: Toddlers tend to trip a lot, especially as they are beginning to walk and run. Any uneven surface presents a challenge to them. Tripping at these times is not concerning. However if your child begins to trip more often than usual or during activities that they used to do without trouble see your doctor for an evaluation. Its normal for toddlers to trip, but suddenly regressing is not normal.

No: Depends on the age but no... Remember that learning to walk also means learning to fall. There is a reason the one of the most common areas to bruise is the forehead on a toddler! they will get better and more confident as they age.

Normal occurence: Your toddler is learning to walk. Most times toddlers trip and fall, get back up and keep going. If this is what occurs with your child, there is no reason for concern.
