Is it possible to see heel spurs on the outside of your foot?

No: An x-ray would be needed to see a spur.

One can see: A "pump bump" or haglunds deformity clinically. The classical heel spur that is on the bottom of the heel can not be visualized by looking at a foot. This would easily be visualized on an x-ray.
