Yes and no: The spur is from the tendon pulling on the bone so theoretically stretching your heel cord will lessen chance of spur formation. Once there, only surgery can remove spur.

Since most: Theories support the idea inferior heel spurs isn't the cause of pain but rather the origin of the plantar fascia being inflammed or degenerated preventing a spur is not as important as preventing fasciopathy.
