You don't: Taping of the foot does not heal the heel spur. It will provide relief for the stretched plantar fascia and releases the tension from the fascia's origin in your heel. This way the swelling goes down and you feel better. The heel spur will not go away with the strapping. As far as the technique, i would recommend you see a podiatrist for proper instructions on how to strap your heel and arch.

You can wrap: Or tape your plantar fascia. You can't tape a heel spur. There are various wrapping methods which a podiatrist can show you. A simpler approach may be to try an orthotic.
