Veneers or bleaching: I'm assuming you are referring to the part of the tooth towards the gum line? If so the color of normal teeth will be darker as it gets closer to the gum line. This is because the enamel gets thinner as it gets closer to the roots of your teeth. And the roots of your teeth are much more "yellower." you may be able to remedy it with some bleaching or veneers.
