I have these periods in which i block and can't do or say anything, not sure if should see neurologist or psychriatrist?

See both specialties: These episodes of blocking and being unable to speak or complete tasks could be either neurological or psychiatric. Both specialties have to train in the other, so either one should be able to give you some answers. Without more symptomatic information, a definitive diagnosis can't be made - it could be partial complex seizures or something psychiatric, which is determined by a thorough history.

Word finding: Difficulty can be from a stroke. If transient it could be a TIA (transient ischemic attack) see a neurologist or emergency room if the sx are getting worse if they determine it is not from a stroke then you can see a pyschiatrist.
