See below: It depends how long after surgery. Some swelling is normal post op for 3-4 months.

Neuroma surgery : Swelling can be normal after neuroma excision, sometimes you can develope a hematoma but they are very painful and infection is possible as well and can cause swelling but you would have other symtoms , ice and elvation can help if the surgery has been recent.
