Yes: The facial nerve is severely damaged in bells palsy, but then has to recover and regrow. As it regrows it will produce very strange sensations. It may even regrow down wrong paths and cause strange outcomes (jaw - wink, etc). This is normal course of recovery.

NO: There is no way to tell. There is some thought that bell's palsy is related to herpesvirus (the cause of cold sores), and the "creepy crawling feeling" (paraesthesia) may in fact be related to the affected nerve, but whether its improvement or regression, impossible to say. In either case, bell's palsy takes some time to recede. You might do well to take anti-herpes treatment, and/or cortisone.
