Entering the abdominal cavity during surgery increases the risk of blood clots and other more dangerous, but less common risks of the operation. Doing the two operations at separate times decreases the overall risk.

Yes: I agree with others that combining procedures can increase the risk of serious blood clots. Usually that is thought of as a hysterectomy combined with a tummy tuck. I'm not sure laparoscopic tubal ligation has as great a risk. Best to check with a gynecologist.
