Will an infected wound close or will it stay open?

Generally stay open: Infection may delay healing.

1+1=2: Infections is a detrimental process. Wound healing is a very complicated process which normally occurs in healthy (and unhealthy) people. Infections cause many problems in healing and so an infected wound will not heal until the infection is addressed and treated and resolves. The opposite is true also. If a wound is healing, then one thing is certain, it is not currently infected.
