No: Scar tissue appears on a microscopic level within days after surgery, and it usually subsides as much as it ever will after about two years. However, some people develop hypertrophic or keloid scars, and these require additional treatment to improve their appearance.

Unlikely: By 10 years, almost any skin scar that was caused by an operation should be quite mature. If the scarring you are talking about is internal, then yes--scarring in the abdomen can cause trouble 10 years after surgery. If it is a skin scar and is beginning to grow and look different, you should have it examined by a doctor.
