Is it safe to get a tattoo with a history of getting blood clots?

Yes: It would be safe to get a tattoo on condition that you are not immobile for a long period of time during or after the tattoo.

You should be fine: Be sure you really, truly want it and have wanted exactly the same design for at least a year, preferably more. Only you know whether it is right for you. I have two, and they are intensely personal and precious. Most of my peers would no more get tattooed than they'd place a bumper stick on a million dollar automobile. It's your choice. Best wishes.
