Get them checked: Your (excellent) description of the lesions and their location lead me to believe these are lymph nodes. The anterior cervical (front neck) chain of nodes terminate just above the clavicles. They may be scarred nodes from an old infection; however, it's best to get them checked to rule out something more serious (lymphadenitis, malignancy, etc.). Good luck!
