No: They may cover an operation called a panniculectomy which just removes the excess skin. A tummy tuck (abdominoplasty) includes a panniculectomy and a procedure to tighten your tummy on the inside (plication). To get coverage you need to have rashes below the skin treated by your doctor.

With you mentioning witch hazel, I am wondering whether you are asking about coverage for Tucks pads. This is an OTC pad with witch hazel used for soothing hemorrhoids. Although coverage varies from state to state, I am not aware of New Mexico providing coverage for Tucks pads. When they do pay for OTC products, it would require a prescription.
