Yes: Bleaching is generally undertaken for front teeth that can have white - composite fillings. Filled teeth might not whiten evenly due to the fact that the composite fillings may not whiten as much as teeth do. You might need the fillings to be redone or re layered to appropriate shade to match your bleached teeth. If not maintained , the whitened teeth can start to darken creating discrepanceyagain.

Yes: The whitening agent should not damage the filling material in your teeth...Keep in mind though that only tooth structure will "whiten". Tooth colored fillings will not change shades and may need to be refreshed after you whiten to blend them with the surrounding newly-whitened enamel.
