Can you explain if it's safe for my 4 year old to go under general for his abscess teeth and for caps/fillings in a clinic?

Depends: Depending on the skill of the person in charge of the anesthesia and the clinic equipment, this is certainly possible. Kids this age must be put to sleep for major restorations or never have the benefit of the repairs. They will never sit still to have it done any other way.
