Eczema?: Dry skin around eyes & hands can be eczema. Any chemical irritants such as shampoos, cleansers, cosmetics/make-up could contribute. Allergies could be a factor, as could chronic inflammation from blepharitis. A dermatologist or ophthalmologist can help. Special lubricants (gels/creams) made for sensitive eyelids or washing with baby shampoo may also help. Good luck!
