See your doctor: You probably need topical steroids or oral steroids. Avoid exposure to chemicals, bleach or hard soap.

Contact dermatitis: Probably coming from your ring. Your skin is probably sensitive to it. Now, moistuizers may help but Hydrocortisone cream will also heal the skin. If you have sensitive skin on that finger to that particular alloy, perhaps you could take it to a jewler and see if he can help.
