Have it checked: You don't want it being a bad tick bite or spider bite, as the treatment is very different. Have her doctor look at it, and give you the best advise!

Rash: Of course it could be many things, but here in the US you have to think about Lyme disease. Google pics of the lyme rash online and have your mom see a doc for followup.

Lets review your que: Any idea the type of bug? Mosquito, spider, tick? With mosquitos we need to worry about the West Nile Virus. Any cases of west nile in your area. Ticks carry diseases as well such as lyme disease.
