The risk after exposure of non-intact skin to hlv-infected blood is estimated to be less than 0.1%. is this true statement? i read it on cdc gov site. actually i have rashes skin like mini pimples on hand(in healing phase) and touched a patient blood?

Anyway, "Less than 0.1%" means under one chance in a thousand. You should consider it zero risk. The CDC estimate is based on the fact that probably there has never been a proved case of HIV transmitted by skin contact.
