what do the rashes look like if someone has been infected with hiv? are they small red bumps that look like insect bites that itch?

Variable: Hiv is a viral infection. Some people get a rash from the virus itself, some get rashes from the medications used to treat it, and some get rashes from other infections if the HIV is untreated. Like most viral infections, it can give pink dots all over which can run together.
